Interface CommandFactory<C extends Command>

public interface CommandFactory<C extends Command>

SPI Interface to provide a new Launcher command. Implementors needs to provide two methods:

1. define() - creates a CLI instance (so the model)
2. create(CommandLine)} - creates a new command instance
